Why did the Obama administration approve $34 million in compensation without market analysis of executive pay?

Because if the administration HAD based their compensation on a market analysis of comparable executives of equally large organizations in the private sector, the Fannie and Freddie top executives would have been paid a lot MORE than $34 million, and you and I would have had to pay for it.
